The Drained Conch Cup is hidden away inside the Narzissenkreuz Ordo. This is a secret area, and you need to access it through a special method. The key can be found during the Aqueous Tidemarks quest, in the area where you had to beat the Special Ruin Garder. This area can be accessed by taking the Institute of Natural Philosophy waypoint. It is located southeast of the Court of Fontaine. Once you are inside the room, explore it to find a book having an aura. Interact with the book to be transported to the secret area.

Once you are inside Narzissenkreuz Ordo, explore it to find two chests. One of the chests will give you the Key to Somewhere. The other chest will give you the Drained Conch Cup. Currently there is no known use for the cup, but since it is a quest item, there could be a use for it later on.
