To start, make your way to the above location. You will find three Pneumousia Relays and some orbs floating nearby. Check behind the seaweed bushes to find the Ousia block. The Ousia block is the blue-colored orb floating nearby. Pick it up and take it to the yellow glowing relay. The relay will now be a pale color, meaning it is balanced. Do the same for the second and third relays. You can find the orbs on either side of the area, hidden behind the seaweeds. Pick them up and place them inside the relay to complete the puzzle.
