You can spot the Figure in Blue close to Blackstone Isle, on one of the mini islands in the area. But before you talk to them, it is best to upgrade your ship to increase its speed and power. Having the Manifest ability will be especially useful here. After that, talk to the Figure in Blue to start the quest. You should also be warned that these quests are time sensitive, so you have to complete the pursuit as soon as you pick it up. If you are not fast enough, you would find The Figure dead, locking you out of the quest.
You need to find three different fish types for The Figure in Blue; a Blue Mackerel, a Tiger Mackerel, and a Snake Mackerel.
Where to Find Blue Mackerel in Dredge
You can spot Blue Mackerel on the west side of where the Figure in Blue is, near the Greater Marrow area. They can be caught during the day, and require a simple rod to reel them in
Where to Find Tiger Mackerel in Dredge
Head over to Gale Cliffs during the day and visit the area between the Dusty Pontoon and Ingfell. There are several fishing spots here where you can get Tiger Mackerel. You can reel them in using a basic rod.
Where to Find Snake Mackerel in Dredge
The final fish can be found near Devil’s Spine. Head over there during the day and explore the area near Charred Pontoon and Ancient Temple. Use a basic rod to reel it in.
Each time you get a fish, you should head over to the Figure in Blue to get the next part of the quest. Once all the fish are delivered, you will receive a book from The Figure titled Haggling and Bartering: A Guide
