You can find Raghnall after entering Bakbattahl in Battahl and talk to him. Next, return to Vernworth’s Merchant Quarter fountain to find Simon the guard. You can now pick up the Tensions on the High Road quest from him and help him escort Ser Augustin to Vernworth from Checkpoint Rest Town. Once you reach Checkpoint Rest Town to start the escort service, Raghnall will stop your cart. You can then decide whether you should side with Simon or Raghnall here. If you pick to side with Simon, then you have to attack Raghnall. But Raghnall will flee with Ser Augustin, and you can follow them to continue the quest. If you side with Raghnall, then you have to attack Simon and the other guards. 

After that, follow Raghnall to his hiding place in Guerco Cavern. Regardless of what option you pick, you can continue with the rest of the questline as is. The only difference is that Raghnall will have a different opinion of you whether you pick to side with him or not. But the end outcome remains the same and the rewards won’t change at the end of the quest
