Unfortunately, in the Phantom Liberty expansion, you cannot sell your used cars. There is currently no option to sell any cars you have bought and owned, so the cars you have will stay with you throughout the game. The only way you can sell your cars is by fixing a mod in place. There are a handful of mods that can be implemented in Cyberpunk 2077 that can give you a varying gameplay experience. So this is one way you can sell cars in the game, via mods.
If you just want the experience of selling any car that isn’t your own, then you can pick up Muamar “El Capitan” Reyes’ Push It To The Limit side quests. These are vehicular contracts that you can pick up, where you have to steal a marked car and bring it back to El Capitan’s shop. While you cannot sell the cars you own this way, you can definitely sell any marked cars that El Capitan needs.
