You will find shops that will sell parts when you progress through the main campaign. While you can pick up parts in side missions too, if you need new parts, you have to complete the main story missions. This will unlock better weapons and parts with each progress level, and thus unlock them in the shop. If you have enough COAM, you can quickly get all the items. 

Another way to get new parts is by completing Loghunt bounties. This is a bit of a lengthy and more difficult method of attaining new parts. You need to defeat bounty bosses and get certain collectible items, which in turn will unlock new parts. You can pick up Loghunt bounties during your Chapter 1 playthrough. And finally, you can get parts while completing the tutorial. These parts will help you during early gameplay, and you can swap them out for something better as you make progress through the main missions.
