To find the crossbow stash, make your way to Watery and visit the northeastern side of the map, across the river. The earliest you can get to this place is during Return 3: Local Girl. Before you investigate the amusement park called Coffee World, take a detour northwest. You will come across a cabin in the marked location, and right outside the cabin is a shooting range. If you investigate the open shed near the shooting range, you will find the cult stash on the ground.

The note will not give any clues on how you can unlock the box, so instead turn around and investigate the shooting range. You will notice that there are crossbow bolts on the numbers 2,5, and 7. There is one bolt on 5, two bolts on 2, and three bolts on 7. The number having one bolt will go first on the padlock, followed by the number that has 2 bolts, and finally the number that has 3 bolts. So the code will be 527. Input the code into the lock to get the crossbow.
