After talking to Danzo the Postmaster, head upstairs inside the courier shop to find a pigeon coop. You need to have the Speak with Animals spell to talk to the pigeon there. After you get a hint of where to go, visit the Open Hand Temple. You can find the temple if you head west from the courier store. Once you are here, make your way to the roof. To reach the roof, head inside the temple, turn right and enter through the door at the end of the passage. This will lead you to the kitchen, where you can find another door that leads to the outside of the temple. Exit through the door, go down the stairs on your right, then investigate the Knotted Roots on the wall. Use it to make your way up to the roof.
Once on the roof, you will find Tressym, a winged cat. There are letters scattered inside its nest, to talk to Tressym and pick them up. You can now return to the courier shop and return the letters. You have a choice to either read the letters before returning them or keep them intact. Whichever option you pick, you can end the quest for Danzo here.
