Wlad the Tinkerer is not too challenging to spot, as you will encounter him as you progress through the game. Visit Ille Morat in sector D17, close to The Major’s camp. There is a quest here when you step on foot, and it requires you to fix a projector. Explore the hillside to find a broken projector, but it can be repaired if you have high mechanic skills. If you do, visit the location at night to fix it. This will summon an old granny, aka The Beast, to help you take out the Legion soldiers in the area.
Once the area is clear, you can talk to the only other resident on the island, Wlad. He will craft you something unique if you have the parts for it. He can create three items, an AK-47, an indestructible crowbar, and a machete. You will require 70 parts and a combat knife to create all three. If you have the required materials, you can talk to him and get the items in return
