The Flying and Water Pokemon will be a great addition to your team, especially for the early game until you have better options. It is quite easy to find once you know the spawn locations, even though it usually hangs around above water. Once you have caught Wingull, you will be able to evolve the Pokemon to Pelipper at level 25.
The first thing that you need to do if you want to catch Wingull in Pokémon Scarlet and Violet is to look over the spawn areas, which are around beaches. You will need to look for a waterbody over which the Wingull can spawn. Make sure to check out the western and southern coasts of Paldea as well as the beach near Porto Marinada.
It is usually around the daytime that the Wingull will be found over the water, and all you need to do is to approach it and throw a Poke Ball. The fight will begin, and Wingull can be captured quite easily as it has low defenses.
