While completing the Path of Legends Treasure Hunt questline, you will meet with Arven, who is keen to explore more about the Herba Mystica. All you know is that they are guarded by Titan Pokémon, who also consume these herbs to help them grow to huge sizes. Acquiring the herb is supposed to help increase the chances of catching Shiny Pokémon, as well as help in health regeneration and boost XP. You will need Herba Mystica as a Special Sandwich Ingredient to consume.
To get Herba Mystica, you need to complete the game and enter the post-game section. Fighting the Titan Pokémon will require great skill and higher levels than usual, so you do not have to worry about this herb in the early game. It is best to explore Victory Road and Starfall Street first before you attempt the Path of Legends. The recommended minimum level to start hunting a Titan Pokémon is level 15, but you need to level up more for the others, especially for the False Dragon Titan, which requires level 55 to beat. Also, you will be facing these battles on your own, as Arven can’t help you with that. You can find Titans across the Paldea region, so you can encounter them along your way.
