The short answer to this situation is that Tall Grass along with the other regions beyond it are time gated. That means you need to wait for the countdown to get over before you can access the other regions. Right now, you can only explore whatever is available to you, and nothing beyond that. It will usually take a few days or weeks for new regions to unlock, so if you try entering it before the cooldown period, you do get a warning to leave
To know when the next phase unlocks, you can check it under the Season Goals in the main menu. Click on the Phase box on the top right section and you can see a timeline of all pending seasons that will unlock later. Currently we are at Phase 1 – Of Mist and Mirage. You can also see a countdown that shows you when that particular season will end. Once the countdown ends, the next regions will be unlocked for exploration, including Tall Grass.
