So far are only a few known locations where you might encounter a group of Surfants. If you travel to the Sealed Realm of the Swordmaster fast travel point, you can check the surrounding waters west of the travel point to find Surfents. You can also find it in the waters east from the Ascetic Falls fast travel point. You would have to check the waters during the daytime and night thoroughly, since they are very rare to find.
Surfents are level 15 and above Pals, so you would need a basic weapon to tackle them enough to lower their health. A Uncommon crossbow and above is enough to hit it, but you would also need a shield and strong armor to avoid its ranged attacks. If you are trying to capture it, then Mega Spheres, Giga Spheres, and Pal Spheres are enough to catch it. If you kill Surfents, then you can farm Pal Fluids from their corpses.
