You can definitely play The Front as a solo player, but unfortunately you cannot play it offline. There is currently no offline feature in the game. While you can load the main page of the game offline, you cannot access any of the servers. You will usually run into an error while trying to access any of the servers, so you do need an active network to log in and play the game.
To play as a solo player, you can create a custom server and use it to play the game on their own. You have to enable PvE and disable PvP for it to work. The progress you make within your solo server will remain intact, unlike PvP which does get wiped after 45 days.
