To locate Tempest Mephis, you need to head over to Central Plains in Huanglong. You can locate this boss between Gubei Pass, Taoyuan Vile, and Qichi Village. It is directly northwest of Qichi Village, so make your way over there to find the boss. You can check out the map above to know where he is located. But once you reach the location, you might find it barren of the boss.
To actually find the boss, look around the arena for a wind current blowing up from the ground. Hop on to the wind current and use your character’s slam attack to slam down into the ground. You will be taken to an underground area, just hop down to find the Tempest Mephis boss and defeat it to get the echo.
