When you first encounter the puzzle, you will notice two Key Repeaters placed on either end of the arena. If you pay attention to the key repeaters, you will notice that one of them has two nodes while the other has four. The aim of the puzzle is to activate all the Encryption Blocks using these key repeaters. The only way you can activate the Encryption Block is when the nodes on the key repeaters are pointing towards the row of blocks.
You need to pick up and place the key repeater on the encryption block in a way that the nodes can activate all the nearby blocks. You can use your Levitator skill from the utility wheel to pick up the key repeater. Rotate it while hovering over the blocks to see whether they light up. If they all light up, place the key repeater down on the block to activate them. Repeat the process for the other key repeater and you will unlock the Set off the Fireworks achievement
