As mentioned above, Celestial Ribbons cannot be farmed, so you will only get a fixed amount of them. The best way to get this item is to defeat the bosses in Chapters 5 and 6, as most of them have a chance of dropping Celestial Ribbon. The Bishui Golden Eyed Beast is one such boss that will drop the Celestial Ribbon upon defeat. You can find this boss in Secret: Bishui Cave > Cave Depths in Flaming Mountain region. You might have to tackle more bosses and see which ones can drop this rare item
Sometimes, you might get Celestial Ribbons by completing certain chapters. After completing Chapter 4, you can get one Celestial Ribbon. Also, you can find Celestial Ribbons inside chests. There is one chest that is guaranteed to give you Celestial Ribbon. Make your way over to Furnace Valley > Valley Entrance. Follow the path straight ahead from the shrine till you can spot a downward slope. Follow that path and keep going, then take the first left you see. There is a chest at the end of the path that contains one Celestial Ribbon
