Right after you hand over the camera to Laura, she will take pictures of her mother. After the third shot, Laura will scream as her mother gets abducted by a being. After they get on the train leaving Laura behind, check the floor to find the fallen pouch. There is a screwdriver amongst other things that you can pick up. After exploring the contents of the pouch, turn around twice to the right side. You will reach an area with a telephone and a sign that says Child Lane. There is a metal board on the wall which can be opened using the screwdriver you picked up. Unlock the board to get a glass panel.
Right above the sign that says Child Lane, click on the picture. Place the glass panel on the blank corner of the picture. You now have to solve the puzzle by swiping up, down, left, or right on the glass tiles. You need to form a picture of the castle overlooking the water. Below is how the puzzle is supposed to look like.
If done correctly, you can unlock the panel on the right and get the clock hand item. You can then use the clock hand on the hanging clock at the station to continue.
