On one hand, you can make things easy and just pay the amount upfront to get the info, or you can try and persuade him to offer a discount. If you wish to persuade him, you should have high persuasion skills. You need to fill 8 bars in 3 rounds and under to successfully get the info out of Gel. You can try to convince him that he won’t get a better offer. After that, you can try your hand at diplomacy, or tell him that you trust he isn’t scamming you. If he is convinced, he will lower the price of the intel.

You can further reduce the price by telling him that Kaiser is the only one who can stop the Terrormorph attacks.
