The Silent Library is filled with traps and enemies, so you need to pass the Perception checks to disarm all the traps and defeat enemies. You will eventually find four buttons that you need to disarm. Split your party, then pass the Perception checks to disarm the button traps. After that, a new area will open up, and you can enter it to find the last puzzle of the chamber.
There is a pedestal in the middle of the room and some traps around it. Avoid the traps and investigate the pedestal. There is a riddle you can read on it, which says What can silence the Nightsong? To find the solution, go back east to the area where you defeated the enemies inside the Silent Library earlier. There are several bookshelves here. On the northern bookshelf is a book that you need to disarm first. After a successful disarm, find a book called Teachings of Loss: The Nightsinger. Bring this book back to the pedestal to complete the puzzle.
