To find the Shifting City, you have to visit the Qara Yisu area in the Dry Steppes. The dungeon is locked behind the Ruins of Qara-Yisu Stronghold, so you have to clear out the Stronghold first before you can access the dungeon. The coordinates for the dungeon are X: 9324 and Y: 11475.
Once you are inside the Shifting City, you need to complete several objectives. This will help you make progress while inside, and once you clear the dungeon you will receive the Ravenous Aspect. The Ravenous Aspect is a Resource Aspect for the Rogue class, and it helps in energy regeneration. Each time the player kills a vulnerable enemy, it increases energy regeneration between 50%-70%. This effect lasts 4 seconds and can be equipped on Rings.
