You can unlock the Infinite Rocket Launcher after completing the main storyline and unlocking New Game+. Once you load an NG+ file, head over to the Merchant’s stall behind the Hunting Lodge and purchase it for 2,000,000 Pesetas. This is one of the most expensive weapons in the game, but luckily there is a way to get it for a discounted price. Before you go to the Merchant, you should try and get your hands on the Leon Rocket Launcher Charm from the Charm Gatcha. This will give you a discount of 1,600,000 Pesetas, which is a 400,000 Pesetas reduction. While this is still quite expensive, you can sell your unwanted stash and complete a couple of playthroughs to accumulate all that cash.

If this is not your cup of tea, you can still purchase the regular variant of the Rocket Launcher from the Merchant just after exiting the Castle. The only drawback to this is that there is no infinite ammo for this like for the Infinite Rocket Launcher, so you have to think twice about using this in the game.
