The first time you will notice the chest is in the office in Ward 13, during your and Ford’s first interaction. You need to pick up Ford’s questline and complete it until you unlock the Red Crystal. Along the way, he will hand over a flashlight to help you navigate the dark tunnels. Besides helping you navigate, the flashlight has another purpose. After you interact with the Red Crystal, you will be warped back to Ward 13.

Head back to Ford’s office and open your inventory. Select the flashlight he gave you earlier and turn it over. At the bottom of the flashlight is a code. Input the code into the locked chest to receive the Cargo Control Key.
