To get Cotton Candy, you need to find and defeat Woolipop. Woolipop is a neutral type Pal that can be spotted past the Desolate Church area. You have to head west to encounter the Ravine Entrance waypoint, and further west is an area where you will encounter Woolipop spawns. Woolipop is a basic low level Pal that is only good for Farming Level 1. If kept at your Ranch, it will drop Cotton Candy periodically. If defeated, you can get Cotton Candy and High Quality Pal Oil drops. They are encountered at level 19 and above, so you can gather them quite early in the game.
