If you find a Rift Anchor and you are unable to gain access to it, there are a few things to keep in mind. The Rift Anchors are tied to story progression, and each Rift is connected to a certain Boss within the Monolith. To activate the Rift Anchor, you need to explore the Monoliths and find that area’s Realm Coordinate Segment. Sometimes it can be dropped from enemies, or you need to explore the area to find special chests that contain the Realm Coordinate. Use this item for that area’s Rift Anchor.
You can then interact with the Rift Anchor and go to your inventory > Specials, then select the Realm Coordinate. Drag and drop it on the drop box to add it to the Rift Anchor and gain access to the mechanism. Sometimes, if you are too far ahead of the main story quests, then you will be locked out of certain progression items until you complete the main story objectives. In short, progress through the storyline and you can get access to the Rift Anchors in due time
