Once you have unlocked all the new settlements, you need to complete the various objectives within to clear the area. That includes locating all the crates within the settlement. It is recommended to explore this settlement after reaching level 11. Activate the Rift Anchor in Hearst Industries first so it gets easier to navigate. You can find the Rift Anchor on the southwest side of Hearst Industries. From the Rift Anchor, make your way north till you reach a sandy hill. There is a conveyor belt leading inside a structure. Go up the belt, through the structure, and again walk across the belt on the right. Pass through the hologram and the mystical crate will appear.
There is another optional mystical crate that you can find if you defeat the Elite boss. To find the Elite boss, make your way to the northern section of Hearst Industries. You will come across a building where you can find a button to call down an elevator. Use the elevator to go to the very top of the building. Defeat the Elite boss and claim the mystical chest. In the same boss area, you can find a flight of stairs going up. Take the stairs and you will find the Weapon Crate.
