To find the legendary tactical SR mag, make your way to Blackheart Region. Once here, head over to coordinates 3819, 1279. This will take you to an area in the middle of the road. If you look around, you will spot a blue billboard nearby. All you have to do is walk behind the billboard into the tall grass. Keep going east and you will come across a large boulder
You need to break this boulder open to get a loot crate. There are several ways to crack the boulder. You can use explosives or grenades or just a pickaxe to break it. Once you do that, you can get the loot crate containing the Tactical SR Mag. This attachment can give your weapon +15 reload speed and +7 Mobility
