To get rid of Netherrack and cure them, you have to build more Towers. You can unlock Towers very early in the game through the Well of Fate. But not all Towers will help you remove Netherrack. Rather, you need to unlock the Cure Netherrack building under Improvements. It won’t take too long to unlock it, and you can quickly get it after unlocking the prior strongholds. It will cost Stone x100 and Prismarine x100 to build one Tower.

Once you get the Cure Netherrack Tower unlocked, place it at the edge of the Netherrack stronghold. You will get the command to Cure Netherrack Alley. This will start gathering up the Netherrack, clearing the way for a new terrain. You can continue to place Cure Netherrack towers in the newly cleared area to inch them further into the Nether Terrain. After that, you can attack the Piglin lair and clear the area of their rule.
