As mentioned above, you can unlock new armor sets by scavenging or by defeating certain enemies. But that is not all you can do to get armor. You can also purchase armor sets from various vendors across Axiom and Umbral. To get this particular set, you need to find Exacter Dunmire in Skyrest Bridge and visit his shop. He is an NPC who you would be familiar with since he also has a quest for you. If you talk to him, you can purchase the entire set for a small fee.
