If you haven’t started the Veil of Gossamer Clouds quest, you can get it after completing “Feast of Deception” quest. Mosse will approach you at the end of the quest and ask you to meet with Sven at his quarters. Make your way to Sven to start the Veil of Gossamer Clouds quest. Once you talk to him, you will be handed a letter that was given from Disa to Phaesus. Investigate the contents of the letter by handing it over to Magistrate Waldahr located either in Vernworth gaol or in the library of tomes.
The first clue that you get from reading the letter is to visit Bakbattahl. You can reach this area by completing the quest Nation of the Lambent Flame. Once you are there, head over to Flamebearer Palace at the end of Flamebearer Palace Road. After climbing up the stairs that lead to the main entrance and enter the prayer hall. From there, turn left and go towards the end, you will find a slope leading downwards. Take this slope and go all the way down to the area where Ambrosius resides within the Forbidden Magick Research Lab. But you don’t need to visit his lab, rather head over to Laboratorium Workshop #2. This is the second room on the right of the dragon statue while facing it head-on from the spiral stairs. Once you enter the room, check out the table there to find the letter to Lord Phaesus. Take the letter back to Sven to complete the quest.
