There is a specific skeleton type you need to keep an eye out for, and those are the cowboy skeletons without crossbows. They appear with cowboy hats and a yellow bandana, and if you defeat them you get a chance to claim an assortment of loot. There is another variant of the cowboy skeleton with the crossbow, but the chances of them dropping Blast Powder is slim.
