The game does provide you with the manual drill to dig deep into the earth and find rare minerals. To use the manual drill, go up to the drill and press the F key to interact with the drill. A radial menu will appear that will give you certain options. 

You can choose to use the manual drill to dig for ore or oil. Another option is also available where you can destroy the device and collect parts. To find minerals and oil, select the required option and a short animation will play out. You don’t have to press anything else and all that is left is for the drill to finish its job. So just sit back and let the machine do its thing. Once it is done drilling, you can find the collected materials in your inventory.
