How to Use Naval Warfare in Victoria 3
Some countries will have access to coasts, which can be both a boon and a bane. While they get all the advantages such as trade by ships, they will also need to work harder to protect them from enemy ships who might be trying to conquer the land and the sea near it. Countries close to the coast should be prepared for war with naval armies so that they can defend themselves when required.

Coastal countries have access to Admirals and Flotillas, which are a lot like Generals and Battalions that most countries have. You will need to promote these soldiers if you want to go to war.
Much like a General, you will need to promote an Admiral to the same level. They have the same features like a General, and the same limitations as well. As for the Flotillas, you will be able to recruit them from Naval Bases. Naval Bases are the equivalent of Barracks for regular countries, which is where you can recruit Battalions.
Coastal countries do not have warfronts as the troops will not meet at sea, but they have other types of diplomatic maneuvers that they can perform.
- Patrol Coast: Guard the coast and prevent any enemies from entering by fighting them.
- Raid Convoys: Loots a hostile supply network of your choice which can result in the destruction of the enemy’s goods.
- Escort Convoys: Protects one of your own supply networks from an enemy who attacks them.
- Naval Invasion: Allows Admirals to escort Generals and their Battalions to land and form a warfront.
