Before you can unlock the Shakkei Pavilion, you will first need to locate it. When you visit the Kujou Encampment in Kannazuka, there is a quest that you will come across where you will need to look at a map. The picture below shows the Kamuijima Cannons that you will need to track down in order to unlock the Shakkei Pavilion.
As the red crosses indicate, there are three of these Cannons, and you will need to look for them. The first one is in the middle to the south of the encampment. There is a teleport waypoint near it which you will be able to use to get there quickly. The cannon will be nearby, and you will need to summon Electrogranum. Once you have done that, you will need to interact with the cannon, and aim it correctly to hit and destroy the rifts.
Repeat the same steps for the next two cannons, and that’s all you need to do to complete this quest. After you have hit all three targets you will need to go back to the southernmost cannon and aim it at the place the game tells you to. This will clear the path and ultimately unlock the Shakkei Pavilion.
