While completing the Mentari of the Unbound quest, you will get a prompt to find Admiral Rahma. To find her residence, you need to first make your way to the outpost southeast of Telok Penjarah. The island you need to go to is Perjuar’s Cry in the Pemburu Islands region. Once here, find and defeat Jacob de Roy’s crew to receive a Captain’s Log. You can find them west of Perjuar’s Cry. Once you complete that, you will get the prompt to go and talk to Admiral Rahma. Make your way to Telok Penjarah to find her and get the clue to complete the investigation
In case the Mentari of the Unbound quest doesn’t unlock yet, then try to complete the Helm’s questline. It will help if you complete the Sink Or Swim quest from the Helm, then find two random NPCs in Saint Anne who will talk about Mentari’s note. Or accept the Horizon Beacons contract from Yanita Nara, the manager of Le Pont Muet in Saint Anne. You will gain access to the East Indies to find the Telok Penjarah region and Perjaur’s Cry outpost. You can directly go to Telok Penjarah and find Rahma, or dock at Perjaur’s Cry outpost to complete the Mentari of the Unbound quest
