If you have looted a mining helmet by scavenging, then the helmet will come pre-equipped with the Helmet Light Mod. To turn on the helmet light, all you need to do is press the Light Source action key (Z on PC) to turn it on. You can see which button you need to press to turn on the light when you select it from your inventory and read the description. For mining helmets that have been crafted, you need to craft the Helmet Light Mod using the following materials

  • Forged Steel x5
  • Scrap Polymers x2
  • Flashlight x1
  • Sewing Kit x1

You can unlock the helmet light mod by reading the Helmet Light Mod Schematic. Take all the materials to the Workbench to craft the mod, then attach it to your mining helmet.
