To get the Spell Binder, you need to complete the Treasure Hunter quest in Chapter 3 and defeat the Green-Capped Martialist boss. You can start the Treasure Hunter quest in either Bitter Lake > North Shore of the Bitter Lake or at Valley of Ecstasy > Forest of Felicity. Depending on how far you are into the storyline, you can visit both of these locations to find the Treasure Hunter. After helping the Treasure Hunter out and keeping him warm, you will get a hint to head over to Melon Field

Once you reach Melon Field shrine, you can find the Green-Capped Martialist. Defeat this boss and you can unlock the Spell Binder. Once you have this spell, you can work on upgrading it from the Spell Skill Tree. You will require Sparks to use here, and below are all the upgrades you can get from Spell Binder

Boon and Bane – Removes all Four Bane status
Forgone, Foregained – Moderately recovers HP
Light Heart – Moderately reduces the Stamina cost at each talent level
Smart Move – Slightly increases the ratio of Mana that gets converted to Attack
All or Nothing – Depletes Stamina while massively increasing Critical Hit Chance.
