To get Solar Panels, you first need to acquire 2 components. Namely, you need the Solar Bank and the Solar Cell to craft one solar panel. You can get both these components from traders. You need to level up your Better Barter skill to at least level 4 and up to find them in the shop. Solar banks help power up the electrical components, but it will require solar cells to charge them up. You can equip up to 6 solar cells in one solar bank. Another way to get the components is if you have the solar bank bundle. Sometimes you might get these bundles by completing quest tiers. 

To use the solar panel, you need to also craft a battery. Place the solar panel somewhere where you get a lot of uninterrupted sunlight. Next, connect the panel to the battery, then connect the battery to a switch that will power up your required equipment. Turn the battery on and you will see that it starts consuming any power sent by the solar panel.
