To get the Scoping Station, you need to first unlock the blueprint for it. The blueprint becomes available after reaching Brigand I and higher. After that, make your way to Vorona Falls to complete the main contract Brokered Ground. You will get this contract from the Sea People Merchant after you bribe her for information.
