You will first start learning how to make planks after you talk to Toshichi. You can speak to him after completing certain main story quests. He will teach you how to make an Adze, so get the required materials and craft it. You can now use this to turn logs into planks. You might already have a basic axe since the beginning of the game, so you can use that to fell some trees. Once you get logs, use the adze to debark it. Keep hitting the log till you get planks in your inventory. To make things quicker, you can gather logs first, then use the adze on the log pile to turn them into planks.
While making planks this way will help you in the beginning of the game, it will start becoming tiresome to do it this way.
