Once you reach the Eventide Island Cave in the game, you must interact with Sesami, who will be found around 4508, -3505, and 0000 coordinates. This NPC will ask you to clear the Pirate Hideouts on the island. There are three Pirate Hideouts, and Link can easily clear them if he has upgraded weapons and equipment.
Once these Hideouts are cleared, Seasmi will inform you that a Pirate Ship has gone to the mountain, and at this point, the wooden gate will open, allowing you further access. However, access to the Shrine is still impossible as the Pirates block your way, and fighting them is the convenient way to enter the Shrine.
