To do this, you need to have a good relationship with them, which is shown by a gold bar under their icon. You can get more money by passing a law called “Paid Essentials.” “Paid Essentials” will make the people pay for basic things like food and water. We would suggest passing the “Paid Essentials” as one of your first laws.
