While crafting Hug in a Bowl in your Kitchen Set, you will notice that the recipe calls for either regular peppercorns or Deviated Peppercorns. To get deviated peppercorns, you first need to collect peppercorn seeds. Luckily, you can purchase them from Lacey in Blackfell. Next, you need to craft Fertilizer Mutation Boost to get the mutated version of the peppercorn. You can unlock this schematic under Fertilizer III – Tier 5 of Logistics under the Memetic Tree. 

Next, head over to the advanced supplies bench and craft the fertilizer. You will require 3x Fertilizer, x30 Stardust Source, and 5x Mushroom to craft Fertilizer Mutation Boost. Now place the peppercorn seeds in your plotting area and add the Fertilizer Mutation Boost to start growing it. You might have to plant several peppercorn seeds to get a randomly mutated Deviated Peppercorn.
