To start, you need to collect Code Breakers or Code Analyzers, depending on which map mode you are going for. Code Breakers are required to crack open vaults in Hard mode, while Code Analysers can be used in both Normal and Hard mode. Some vaults will require one of the two, and some might require the other variants like Precision or Ultra Precision code breakers or analyzers. You can farm all the above items by completing all Monster Missions around various regions.
