Dragon’s Dogma 2 has some puzzling endgame quests. There is a series of quests which involves your help in vacating civilians from various large settlements. Once you reach Sacred Arbor as part of the Wandering Roots quest, you have to convince the elves there to leave the area before they meet unforeseeable doom. If you havent started the Wandering Roots quest yet, speak to Glyndwr in Sacred Arbor. This is a time sensitive quest, so you need to act fast and evacuate everyone out of Sacred Arbor. But the only way you can do that is by talking to Taliesin and convincing him of your plans. There are two ways to go about this. For the first method, Glyndwr will suggest healing the Arborheart, which can be done by completing The Ailing Arborheart as well as the Out of the Forest, Inside the Forge quests. You can start the quest by talking to Gwyfencha, which will ultimately lead you to Brokkr’s Smithy in Bakbattahl. In case you have already vacated everyone in Bakbattahl before reaching Sacred Arbor, fret not, as there is another way to convince Taliesin. 

For the second and easier method, all you have to do is talk to Taliesin. The first time you talk to him, he will be reluctant on the move. Rest at a nearby inn to reset the day, then talk to him again. Repeat this step several times till Taliesin caves in and agrees for the evacuation.
