The total accumulated wealth also matters, as the richer the group, the more influence they can have.
Clout is measured quantitatively, as anything above 20% is considered highly influential. Anything less than that is somewhat influential, but anything below 5% is marginalized groups and can’t form traction with the pops. To increase the clout of a chosen group, you need to supply the right infrastructure, supply jobs, and increase certain building wages to make them happy.
