You can purchase the Perennial Illumination blueprint from Tubby’s store, the Realm Depot. You can find Tubby’s store in the Serenitea Pot, and it can be purchased for 160 Realm Currency. To collect more Realm Currency, you have to open The Jar Of Treasures from Tubby and interact with the Trust Rank.

Now all that is left is to craft it. To craft the Perennial Illumination, you need to collect 12x Iron Chunks, then talk to Tubby again to start the crafting process. If you are crafting the Perennial Illumination for the first time, you will receive 60x Trust. After that, head into your Furnishing Placement menu, select the item, then place it anywhere inside your Housing Realm.
