You will unlock the Rewinding Raindrops quest as part of the main storyline. This is the fifth Act of Chapter 1, so it is hard to miss it. You only get one objective under this quest, and that is to turn on the electricity. Below are all the steps that you need to do for this.
Go to the Upper Level
Once you are inside the facility, take any of the stairs on either side that leads up. After reaching the top floor, walk around the floor till you find a blocked entryway near Encore and a battery lying close to her. Use the Levitator skill to pick up the battery. You can find the Levitator in your Utility Wheel. After picking up the battery, place it within the slot on the left side device of the blocked entryway.
Search the Room for Clues
Step into the newly unlocked room and find two different holograms of NPCs. You can spot them while exploring the room. Interact with the holograms to get the next objective.
Get the Second Battery
After you are done with the interaction, make your way to the back of the room. Right in the center you will find the second battery. Again use the Levitator to pick it up
Find a way to turn on the electricity
Exit the room and make your way past Encore. There is another room with a blocked barricade. Place the second battery within any of the device slots, then return to the first room. Remove the first battery from the door’s device slot and head back to the second door. Place the first battery within the slot to unlock the door
Convert the battery using the Transducer
Enter the room and you will find a third battery on the right side. Pick it up and make your way to the back of the room. Right in the middle is the Transducer. Place the battery inside the Transducer to convert it from green to red
Unlock the third door
Take the newly converted battery to the last door on the right. Place the red battery into the device with the red slot. Return to the second room and take out one of the green batteries on the door’s device and place it into the green device slot of the third room
Fight off the Tacet Discords
There are four enemies that will appear in the room once you set foot inside. Defeat them all to get the next objective
Activate the device
There is a strange device on the wall. Interact with it to solve a mini puzzle. All you have to do is spin the wheels within the device so that all the pathways are aligned. It should look like an inverted L shape. This will activate the elevator on the ground floor. Take the stairs back down and you will notice a new device appear. Interact with it and you will be taken down to the basement, thus completing the quest.
