You can start the Seat of the Sovran quest after completing the In Dragon’s Wake quest. You will be tasked with speaking to Captain Brant at Vernworth’s tavern at night. But while getting to the tavern, you will be stopped by a urchin. But he doesn’t look like an ordinary urchin, rather he looks quite dressed up. He will be chased by a guard called Norman, and the urchin will disappear from sight. When Norman approaches you, you have a choice to make. You can lie to him about the urchin’s whereabouts, or tell him the truth. If you wish to know if your answer changes the outcome, it does not. Whether you choose to lie or tell the truth, the guard will catch up to the urchin
But if you want the best outcome from the quest, it is best to lie to the guard about the urchin. That is because the urchin is Sven, who you will meet several times throughout the course of Dragon’s Dogma 2 quests. He is an important character in the game, so staying on his good side is an added bonus to help with later quests.
