You will talk to Brant at the start of the Regentkin’s Resolve quest and explain to him your plans for the evacuation of Vermund. Brant will ask you to seek the assistance of the Regentkin to proceed with the evacuation. Once you go to the Regentkin Sven, he agrees to your plan but has two concerns that you need to take care of to complete the quest and evacuate Vermund.

Disa, the mother of Sven is against the evacuation and The Rich Merchant owns the oxcarts needed for the evacuation. You need to convince the two parties to complete the quest. Here is how to Convince Disa and The Merchant in The Regentkin’s Resolve Quest.

Once you are done talking with Sven, head to Disa’s Chamber which is a few rooms over from Sven. Once you approach her, she gone on about how she is not going to beg and had the best intentions in mind of Sven and that you can take her life. Once the dialogue is over, approach her and chose to Grab her. You will pick her up and walk to Sven’s Chambers.

She will call out to the guards, but no one will bother you. At some point, she will jump off you and start to walk back, Grab her again and take her to Sven. Drop her in Sven’s room and let them bicker out thier porblem. Sven will persuade Dish and the first part of your problem is complete. You now need to convinve the merchant.

The way to convince the merchant is the same as you did with Disa. Approcah the merchant after the dialogues and choose to Grab, but this time, you will not grab him but pin him to the ground. When you get up, he will run away in fear of his life. Go and talk to Russell (oxcarts owner) who is standing next to you and the oxcarts will be available for the citizens.

You now need to return to Sven and tell him that the oxcarts are ready for transport and can begin the evacuation of the citizens.
